Alright you guys cleaned and greased ECM and PCM and every other connector I could find---retested all fuses--cranks--no start.
This is past my "limited" electronic ability and diagnostic equipment and on the 19th the ECM installed last year is out ofwarranty .Even though I'm sure the shop would have a grace period I'm not willing to take a $2300. chance on the parts distributor.

Did you by chance try swapping out the relay in the pdc (fuse panel) in the engine compartment? If it is bad the VP will not fire.

Heres to hoping you find an inexpensive solution, good luck and please update what you find!
 
Go to the Blue Chip Diesel website. They have great injection pump troubleshooting instructions there and will help you out alot. Guages are very important on these trucks need to know the fuel pressure. Loss of fuel pressure is know to kill the injection pump. I'm still running on the original injection pump and running a FASS system.
 
It's back!!!!! Brought it home today from shop this evening---new (rebuilt ) injector pump. I installed circuit breaker on fass hopefully eliminating one problem--got gauge (elect.) for pump (next week project) as I plan on mounting it in the small cubby hole in the dash after GENO'S sends mounting plate .
The shop said ,and so did article I read (thanks jhoughton) "pumps that are run dry often fail because diaphragm or rotor goes bad".
Thanks again for all the help and support. I'm sure glad a friend of mine told me about TDR and don't worry the 99 may be able to
stay around a while longer (boss has soft heart and bossll says it' her baby)
