Just in case this happens to anyone else I will post my results after spending most of the weekend on this. The lights would only come on at 45mph and up.
After running out of ideas I unplugged the trailer brake controller. Presto, no lights. Removed plugs in back of drivers wheel well by the body cushion support and cleaned/dielectric greased. Removed plug at trailer plug at bumper, plugged trailer brake controller in and went for a ride. No lights and cruise control works again. Disassembled trailer plug, cleaned and more dielectric grease, put everything back together, went for a ride and everything is well again.
