A/C only blows out the defrost and floor vents

My A/C or heat will only blow out of the defrost and floor vents, and I can't figure out why.

Check the hose on your Vacuum pump and follow the line to the firewall where it enters the cab, defrost is the default setting with out vacuum.

The vacuum actuator that controls that is right by the drivers right foot

Check the hose on your Vacuum pump and follow the line to the firewall where it enters the cab, defrost is the default setting with out vacuum.

The vacuum line was severed, so I spliced with vacuum line. However no change to ac blowing from defrost and floor vents.
