When cranked cold my truck rpm drops every 10 or 15 secs for about 2-3 secs. Very similar to A/C compressor kicking in. I'm guessing its an electrical draw of some sort. Pre heater has been removed. This is not exclusive to colder weather.

Yup it sounds like your grid heaters are cycling. when you say the preheater has been removed are you talking about your fuel heater?
 
Besides what you say about an RPM drop, watch the volt gauge. Will "sweep" back and forth between about 9v & 13v while cycling, until the intake temp is satisfies the engine. Grid heaters, yes. Mike
 
Thanks guys... I thought it must be something like that, never worried about it just never knew for sure, lol.

Just one of those things you only think about when it's doing it.
