A/T Won't Shift if Fuel Guage Below 1/4

My 99 3500 runs fabulous, (122,000 trouble-free hwy miles), and will pull my 6-horse at above-legal speeds. The one teeney, tiney problem is that if the fuel guage shows below 1/4 full and I switch the ignition off then "on" the A/T won't shift out of 1st.



We actually just noticed the problem after my wife got the truck below 1/4 which I never do. Anyway, filling the tank above 1/4 cures the problem. I've got Super Chip at 40 HP increase and straight exhaust. Also, new lift pump 6 months ago.



Any ideas?
