I think the pulsing is supposed to be so rapid you can't feel it. You're just supposed to maintain or increase your foot pressure.

I once had to panic stop my 97 work van and it is very disconcerting to feel those rears let go like that. I literally STOOD on those brakes and it stopped in time. Big surprize it stopped at all.
 
My truck is the same way, the rear brakes just stop working or at least it feels like it. The fronts will lock solid and the rears will not so much as even make a mark no matter how hard I jam the pedal. You HAVE to lift and re apply the brakes to get them to work. Either way it adds up to a wreck if the fronts won't stop you alone.
 
my 98 used to do this a lot. You hit the brakes hard, the pedel will vibrate real bad, and a noise comes from under the hood (louder then the engine), then it feels like the rear brakes go away. this is the ABS working!



The fix is to adjust your rear brakes.

What you are describing is normal for rear wheel anti-lock brakes. They work much better if the rears are properly adjusted. And there is no pulsing action on these, just a partial release on the rears to allow the wheels to keep turning while the fronts take more of the load. Pumping the brakes will only increase the stopping distance because you are letting off the brakes to pump them.



The pulsing action is on four wheel anti-lock brakes only. These will release each wheel individually to prevent skidding and there is a pump to restore the brake when the skidding stops. That is what makes the loud noise under the hood.
