On the meter select DC , clip( alligator leads are best here) to the two spade prongs and read the different voltages that you get on the different settings on the fan speed.
The idea of testing for a voltage drop is to be sure your wiring and switches,etc are up to spec. Using a dc voltmeter,measure the voltage on the ckt between any 2 points in that ckt. If you use the wiring diagram as a guide you can put the leads across f2 the 30 amp fuse to terminal 87 of the blower motor relay testing that portion then move on to terminal 87 to the blower motor. You should see less than . 2v difference in the total ckt. Follow the same procedure on the ground side of the ckt through the switch from ground (g202 rt ctr dash support)from the switch to the resistor (not through the resistor except in high)then from the resistor to the motor. Also look at your Battery voltage and charging voltage these will affect blower speed also. You also can't rule out doors in the hvac housing not operating correctly.
