This might help: I had a '94 that a customer brought me with a bad leak, the bolts were all loose, so I snugged them up and it still leaked. So he brought it back and I pulled all the bolts out and a piece of the gasket between two bolt holes fell out. So I got rid of the rest and used a hack saw blade and smeared some silicone on the surface and no more leak. The housing will only give you about a half an inch of room with the governor attached so it is tough but doable. Spray it clean with brake clean and blow dry. Leave it set at least 24 hrs. before using it. I did not want to pull the pump off
