I've had issues with the wheel cylinders that had bad flare inserts where the line hooks up, or the end of the line wasn't quite square, and wouldn't seal.
They are a compression fitting, so tape/dope won't make a difference. I do use anti-seize on the line where the swivel fitting sits against the line so it won't rust together.
