Just wondering why you want an adjustable shut off regulator?

In most cases you can install a simple (cheap) pressure regulator on the receiver outlet and set it to what ever pressure you want. Most air tools are designed to operate on 90 psi air. To overcome the losses as the air flows through the couplings and air hose you will need to set the regulator around 95 psi. If you have filters in line, then the regulator will need to be set even higher. If you use a presure switch to control pressure to tools, paint guns, etc. the pressure can swing up to 30 psi. It is usually better with a recipricating compressor to make and store air at say 175 psi and then very consistantly regulate it to the pressure you need. If I missunderstood what you are looking for, I appologise.
