Alfaobd actuator question

Hi and thanks in advance for answers and suggestions. I have a 2015 ram with A 6.7 And 360,000 miles. I replaced the Turbo in December along with the actuator, an aftermarket unit including the "city diesel" actuator. I now have symptoms that appear to be very low exhaust brake or none and relatively low boost maxing out at about 18PSI. I've checked over hoses and connections Looking for a potential boost leak and find none. So I bit the bullet and purchased the the interface for for my OBD scanner alfaobd. And I paid for the license. It's a pretty cool little app. So in live data I'm seeing actual Actuator position and also commanded actuator position. It is commanding correctly I guess, but what I'm reading is a 100% flatline on actual position. Does this seem correct? Is there any reason the city diesel actuator would be functioning improperly and not providing that information?
 
I thought that City Diesel turbo actuators had there own calibration cycle built in. Did you do there install steps on calibration? If you did follow there steps, reach out to them. I've never looked at that data on AlfaOBD. When you say low exhaust brake, were you towing or empty? I know that empty and full EB engaged, I'm around 45 - 65 depending on the grade. Boost is usually below 20. Of course I'm DRW, auto and 4:10's.
