No, I think it was "The bear and the Dragon". This was the one with China wanting Siberias oilfields.

Was either the first or second of Tom's books I read... . the second or first was "Red Storm Rising"... . when he gets tired of Jack Ryan, he's left Jim Toland and Mike Edwards in limbo for several years, and he could pick up either of them and resume a steady income.
