2nd Gen Non-Engine/Transmission Opinions On 3500 SRW

Last night, I was coasting down a hill at about 70 mph, not touching the throttle, when I went to accelerate, the truck wouldn't go. After about 2 seconds of hesitation, the turbo spooled up and it took off. Accelerated to 90 mph going up the next hill, no problem. Runs great on flat ground, runs great up hill, just that problem going down hill. When I pulled into a rest stop, I checked the codes and got the 0216 code for pump failure. I changed the fuel filter this morning cycling the lift pump to prime the system, took the truck out for a ride, runs great, same as yesterday but I couldn't find a hill long enough to duplicate the problem. Help!
 
Took my truck to the dealer today to get codes checked and begin the fun. They erased the codes and said it showed a "fuel restriction". I drove the truck home (about 15 miles) and it showed no codes. I guess I'll see what happens next.
