While installing a fuel plate the other day I noticed a screw down below under the plate a couple of the boys here around our area heard that that screw is for pressure, fuel pressure is that true has anybody messed with it should I mess with it?? ANYBODY??

If it is a sealed screw(nowhere to place screw driver) this is the one they call high idle screw. (and horizontal)
Just noticed your signature you already found afc wheel.

The slotted nut you see under the fuel plate is one of two governor spring preload adjustments. If you put a wrench on either your alternator or harmonic balancer and turn your engine you should see the entire assembly rotate around.

You should be able to tighten both nuts about 1/2 turn. This will increase your governed rpm slightly, but will also increase your idle speed. If you continue to tighten the preload, you will need to lower the idle so much that the truck will crank but not start until you press the accelerator.

You can also adjust the governor spring preload on the side of the pump. Remove the large plug under the shut off solenoid. You have to remove the shutoff solenoid lever if I remember correctly.

This may also answer your other question. The two you are asking about are the same adjustment.
