Here it is. Legal and illegal immigrants ( non citizens ) are counted in the census for determining the number of state representatives to Congress.
It creates an imbalance of power in Congress from a state point of view. It needs to be corrcted but its almost an impossible job due to the requirements to make the change. But there is always hope.
