Chad, I had a security clearence. (did the National Agency Quesionnaire, "intetviewed", etc) In the building I worked in, there was a lot of cutting edge stuff being developed.
I was a civilian, over 90% of the people in the bldg I worked in were civilians and all had clearence.

Same type deal here. I cant write any books (like I would anyway) or talk about any of the stuff related to those helicopters for 10 years. After that its O. K. They keep track of you and your going ons for a while after the 10 year deal is up also.

The avionics guys (electrical wizzards) have a tighter security system with even more restrictions on what they can and cant do afterwords.

It was neat being like James Bond at the time, but now that I am older and wiser, I dont like the idea of big brother keeping tabs on me until 2010.
 
I hate to break this to you guys, we took civilians out to sea all the time. Most of them were government contractors who wanted to test some new equipment. Others were our dependents. Those trips were aptly named dependents' cruise. When we were doing those dependents cruises, we would do the whole dog and pony show. Including emergency surface. They'd get to drive, look out the scope, ride on the bridge, etc. The only place they couldn't go was the engineroom.
That still doesn't change my opinion. The crew were inept, and those who had control of the situation (or should've) should be held fully accountable. I still think they were hot-dogging and got caught. It's only too bad that people died over it. What a terrible event for my beloved submarine service.

I've heard that the different branches of the military have a communication problem...
If you tell someone to "secure a building" this is what you'll get...
Navy: turn out the lights, and shut the door.
Air Force: 5 year lease with the option to buy.
Army: turn out the lights and lock all doors.
Marines: assault with heavy fire, fortify, and call in an air strike. #ad

I agree this was a tragic accident, and the mothers of the young men surely feel the way my Grand Mother felt with two sons on the USS Shaw in dry dock in Pearl on 7 Dec 41 in a peace time Navy. Not too mention my Father who was with his brother on an AA Gun when my uncle lost his life. My father served on her throught that ordel, her Pearl damages repaired she fought for our Liberty in the Pacific to the very last Naval Battle in Manila Bay. I Harbor no ill fellings to the Japanese nor to the Vietnanese whom I have my own cross to bear. Once again a tragic accident truly, not terrorism and I along with my aging Father feel for thier families the young sailors who lost thier lives and our Submariners whom will for ever carry this burden. Today's paper reported (from the Navy's Court of Inquiry investigation) the skipper of the sub (Cmdr. Waddle) did only a 80 sec. periscope check, whereas 3 min. was supposed to be minimum. Then ordered emergency ascent EIGHT minutes later with no further checking. Rear Admiral of the Pacific Command laid complete blame on the sub's skipper. Many SOPs were not followed or done too quickly. Although the Rear Admiral criticized the actions of Cmdr. Waddle, he also said,"I love this commanding officer: he's one of my best friends. "

The sub also went deeper than allowed to with civilians on board. (Classified info) When questioned why, another officer stated he didn't know, maybe to show we could go that deep.

All of this resulted from a sub's crew "showing off" what their sub's capabilities were, some of which is classified information. Also seems like the Navy is going to try and raise the Ehime Maru. Said it is going to take about 6 months at a cost of $40 million.

Because this incident happened here and the investigation is now in progress at Pearl Harbor, it is still on the front page of the local paper and on the evening news. Hawaii has very close ties to Japan and tourism from Japan accounts for a major part of our economy.

I somewhat agree with all your views and opinions and to some extent find some of them amussing.
In a former life, I was employed by a So. Cal company doing DOD work for the Navy (Polaris) and assigned as an independent contractor on new contruction subs from 62 to 67. My 1st assignement was on the SSBN 617
Alexander Hamilton out of Electric Boat Groton, Conn. My last assignment was on the SSBN 642, Kamehameha out of Mare Island, Ca. During that period, I was associated and became very familiar with sub SOP's and protocal and spent many days at sea on test dives, etc. to sub deployment to the fleet.
The "submariners" are the elite of the Navy and I have nothing less than the greatest respect and admiration of those that serve the silent service. They are well trained and pampered, having the best of everthing a military organization can provide and deservingly so. I had the pleasure of accompanying the Kamehameha, being the 1st "boomer" to load live missiles out of Bangor, Wa. to war games in the Pacific, passage through Panama Canal and finally to Cape Canaveral for live missile firing(s) before being deployed to the fleet. BTW, I am also a native of Hawaii.
Yes, something/someone really screwed up big time related to this unfortunate incident. However, you must also understand the Japanese culture to appreciate their insistance for raising the sunken vessel to retrieve the dead. Assuming they are entombed. The U. S. Navy screwed up so the U. S. should comply with their demands. Remember, the Japanese are also a culture that basically does not believe in SUEING believing the offending party(ies) will see fit to make appropriate restitution.
