I see a few things I can make some bux on, but they require an "end user agreement".

How do I obtain such a thing?

I googled it to no avail.

Which Gov auction is it? If it is a DRMO (military) auction and you are bidding online, the end user agreement should be found on their website. If it is something you can go see first, and most are open to public viewing even if it takes an apointment, then the office that is putting the auction on can guide you through the process. Most likely your best bet is to call the department of gov that puts up the auction, IRS, Treasury, DRMO, etc and get their guidance.

It's the DRMO. I'd like to get some spent brass casings, but I didnt see anything on their site pertaining to the end user agreement.

I googled it and didnt get anything helpful either.
