Engine/Transmission (1998.5 - 2002) APPS Question

I checked at the blue wire with the orange tracer, as well as pin 23. Both showed the same consistant voltage. Is it supposed to change if you move the throttle?

Never heard of that kind of problem. You could have a bad APPS which would be my only guess and its only a guess. Is there any one around you that you could switch out with to see if theres works on your truck

I am getting a code, and symtoms of a bad apps which is the reason I was checking the voltage. Nobody around I can switch with.
