Looks like a Buckstop to me. The two rectangular holes on either side of the license plate are a Buckstop signature...

looks like the one on diesel power products site. I forgot what the name was but I do remember a price of around 2300

It's a Buckstop, minus the grill guard. Order it as an "industrial bumper", and it's $150 less without the grill option. Still around $1300, but a GREAT bumper.
