Engine/Transmission (1998.5 - 2002) atf & filter change

I want to drop the pan and change the filter/fluid. How much fluid do I need to get the job done. Is there a way to drain most of the fluid out including the converter. The auto parts store said I will only need 4QT, on a system that takes 16 1/2 to fill I would think it would drain out more then 4qts.

the haynes manual says 4 quarts for a drain and refill do you have the stock converter i dont think they have a drain
