Ok I am not that cheap or anything, (ok maybe I am) but I just can't seem to get up the nerve to buy a boost elbow for my 98 12 V for $35 + shipping. My 99 was just a piece of brass with a hole drilled in it. Is this the same principle on the 98's and if so what is the size of the hole. I would think I could make my own? Any thoughts? ;)

drill it 13/64, tap it 1/4 x 28, install set screw, adjust with 1/8 allen wrench to desired restriction, pipe tape threads, install in housing, done. hope this helps, Dave.

you still need a bleed hole. it's small I dont have any drill bits as small as the one that was on my tst elbow.

Look in the Dremel section for teeny tiny drill bits. I have a few and they are REALLY TINY!
 
You can install a T fitting with a needle valve to bleed off pressure to the waste gate. Easy to adjust.
