Problem is the CARB LEV II regs will probably not make "smog" problems any better, at least in urban areas. The DOE/NREL "weekend ozone effect" studies have shown that weekend emissions are reduced to a point that is similar to what is projected once the Tier 2 and LEV II regs become fully effective. Yet, these studies has shown that ambient ozone levels (i. e. , smog) on weekends are no lower, and often are actually higher than on weekdays.



The CARB LEV II regs are turning out to be just an arbitrary set of emission standards clearly designed to accommodate gasoline engine emissions profiles, and making it extremely difficult for diesels to meet (e. g. , extremely strict NOx limits, very lenient CO limits).
