Engine/Transmission (1998.5 - 2002) 2nd gear shifting problem

My brother has a 94 with stock turbo and the truck is making a very loud whining sound (not the nice turbo whistle we are all used to) as the turbo spools. We have been trying to figure out if it was a boost leak so he got a PDR boot kit and clamps which didnt help at all. I am starting to think it is just a bad turbo. Anyone have any ideas?
 
One of my ways of looking for noise issues is to get a stethiscope from one of the parts houses , it has a rod at the end of the hose , with a diapphram , that you touch to suspected bad parts , like putting your ear on it , but without risking your ear .
How about boost pressure ?
Then there is the old fashsoned way , look down the intake & the exhaust for ugly's , and feel if the shaft is lose .
 
check you boost level when it happens my first stock turbo made a low toned whislte and the boost would drop I let off the pedal step down again and it was fine I get it to a certain boost level and it would do it again come to find out I burn up the bearings when I spooled it to almost 60 psi when I first put in my injectors and dv's
