Basement carpet question

I am finishing my basement. It is not a wet basement.



I am laying commercial carpet on the floor. The floor is tile over cement. My question is:



1) Lay plywood over the floor and then the carpet



2) Lay the carpet and pad right over the tile.



3) Another option that I have forgotten / overlooked / don't know.

id go right on the tile. Plywood can wick moisture through the 'crete and give you mold problems.
