BD Cool Down Timer 2 not working

TDR MEMBER
Installed a BD Cool Down Timer 2 in my 1992 CTD, got lights on key input and brake when depressed, got a blinking blue light on the other side (unkown what that designates, anyone know?) Main point... doesn't shutdown engine!!! Any help will be greatly appreciated.
