While resyncing the CP3 the fan belt was in the way. I simply pulled the belt out of the way and... Wait a min! Is the 5.9 tensioner spring normally so weak that you can deflect the belt 2" by hand just by pulling on it? Watched the tensioner move while pulling the belt by hand.

I would be surprised if this is normal.
 
Depends on how many miles on it. When I did the serpentine belt at 100k I replaced the tensioner. It seemed ok. But the bearing for the wheel was rough.

I have a family members truck that the tensioner crapped out at roughly the same miles. That made me scared to be stranded so for 50 bones I replaced mine.
 
Replace it. The complete tensioner, like the way Cummins sells it. I had one break taking out the belt of course and it cost me, even with AMA ( auto club ). I had the TT in tow and the family was with me. DW wasn't impressed. :( David
