My, fog light assembly has seen better days. both have water and discoloration on the lenses. My truck is a 98. 5. I have herd that you must remove the bumper to replace these. I want to put something that will last.
I found a brand new set of stock fog lights at a garage sale one day and picked them up for $30. I installed them on my Dads 98. 5 with out taking off the bumper. It was not easy but I did it. It would really help if we had another hinge in our arms. . but alas we have not elvolved that far yet.
So yes you can replace them without taking off the bumper, but it is not easy.
My '95 did not have the fog lights. I purchased the CATZ lights. They fit the holes. Dave Gardner and I put them on and didn't need to take the bumper off ( thank God). It is a little tricky, but quite do able. I'd try that first.
