Cummins RV Maintenance OUCH

North of Solomon, AZ. Heading to River View BLM Campground. One lane road with switchbacks and blind corners. Great spot once we arrived. Only encountered one vehicle on the way in.

I google'd steepest roadway in America and it looks like PA is the winner.....37% grade
 
Needed 4w low to get up the short gravel parts. New tires helped also. Most of the ride was on asphalt, so not much traction loss. Biggest problem was cresting the hills and not being able to see over the hood to see if anyone was coming up the other side. Only encountered one vehicle, towing a loaded horse trailer, on the way out; luckily it was at the bottom of a hill with room to get by.
 
Went up and down several miles at this grade towing a combined 33k. Locked in 2nd up and down at 30-35mph with virtually no brake touches except for a corner or two.

I am guessing it's not suitable for a 2wd then? I have walked a few access roads and decided that things like intermittent soft sand on some was a "no.". I don't need that much adventure.

I would say not suitable. In 2wd you would need to keep a bit more speed going up the hill and then you would risk meeting someone coming up the other side. Personally, I would never drive a 2wd only diesel pickup off pavement: I've been stuck several times on level wet grass!
 
There's a roadway coming out of a PG&E campground where we occasionally camp with our 5th wheel. Its two lane paved with a crazy steep section about a mile long. Going down I have to use the EB in 2nd gear staying on the brakes and coming out the EGT's will easily get upwards of 1000* in 2nd gear.

I've tried to find info anywhere stating its degree but nothing.

Just air down the drive tires to 20psi and your set for soft grounds - it helps 200%.
I've driven the Sahara in a 2WD GC (front DS was broken) and it was a miracle what low air pressure can do in this case.
Some passages I had to air down to 10psi to get through.
