2nd Gen Non-Engine/Transmission Blend door repair?

Is it possible to just buy the vaccum acuator on the side of the blend door under the dash? I have narrowed it down to that part being the reason I only have air out of my defrost vents on my 97. Is this a part that we have to buy the assembly?
