Blow-by on 2004 Gen3 5.9L

Noticing a problem with blow-by on 2004 Gen3 5.9L with 200K miles. I can feel pulses of gas coming out the oil-filler. This is a work truck driven daily, mostly short distances around the city.

Found a few posts here talking about possible broken rings. Wondering if that is definitive or if there are other possible causes.

If this does turn out to be rings, does anyone know of a good shop in the Houston area that could rebuild or install a re-manufactured engine? Truck is in pretty good shape overall. Good enough to continue using for a several more years if engine problem can be resolved.

how much oil is it consuming? how much of a choo choo is it? can you get a video and post it or a link?
2wd or 4wd? some of these can be done in frame, if the block is still in good order. tuned?

Broken rings on mine at 180K caused blow by. Lots of towing though. Same on my son's 2006. His had been "tuned" by a previous owner.
