constructed my own manometer based off of this thread from the cummins forum : Here

Here are some pics of the setup
Parts List sourced from Lowes: the 5/8" x 3/4" MHT brass adapter fits easily in the breather vent tube at the bottom of the engine, i secured with a zip tie and made sure it didn't fall out under high rpms. Attache the 3/4" cap and drill a 15/64" hole in it. The 1/2" ID vinyl tubing fits snuggly over the oil dipstick tube.

Results - I measure 6.25"

Cummins new 5.9 engine numbers are:
63 liters per minute(2.5" water rise) @ 2200rpm,
76 L/Min (3.5" rise) @ 2500rpm
85 L/Min (4.5" rise) @ 2800rpm.

Worn engine that needs rebuilding are roughly double i.e.
126 L/Min(10.5"rise) @ 2200rpm
152 L/Min(14.5"rise) @ 2500rpm
170 L/Min(17"rise) @ 2800 rpm
