Blower control switch

I have a buddy that has a 94 2500 and the fan switch in the cab no longer works on the two lowest settings, but still works on the two higher settings. Does this mean the relay is going bad or do you think its the actual switch?

Blower switch

Sounds like the resistor, it is mounted in the front of the heater/ac housing under the glove box. bg
