Body work/ Paint questions

I hope I'm posting this in the right area.

I need to attack some small rust areas on my truck before they get out of hand. The problem spots are mainly smaller than 2" in diameter and look like blisters. Yesterday I dealt with a small one as a test by using a sandpaper flap wheel on a drill and then painting it with white Rustoleum. The sandpaper was a little too agressive (good thing this is an old work truck). Is this the best way to go? Of course, I'd like to get a new paint job, but that is just too expensive.

Also, I'd like to paint the rocker panels black (entire truck is white) with something durable like bedliner. Any suggestions as to what product to use here? AND, how do I prep this area for paint?

ALSO, I want to paint the grill (currently chrome) black. Would Plastidip be best for this?

I am currently working on an 1981 Jeep Scrambler and some of the rust had turned in to holes, if interpreted correctly your not quite at that point yet, what i did was just to cut it out with a hand grinding wheel and then just take a new piece of steel and cut that to size and weld in to the area that you just cut out and then get the paint code and repaint it. I don't know if you want to that far quite yet and where exactly the rust is developing, but its something that i did and it seems to be working quite well.

My '06 is currently at the bodyshop getting the fenders cut out and replaced due to rust spots. I wanted to just grind it out and fill it, but they said that everytime they do that, they truck is back in 6 mos or less with bubbling or more rust in the area. I wanted it fixed forever, so I opted for the correct repair, which is cut out and weld in a new piece.
