How does the boost elbow work, I thought it bled air from the wastegate line but I am not sure. Do you screw the allen head in or out to raise boost pressure.
 
It restrics airflow and bleeds it out. You'll make more boost if you screw it in. Don't screw it in too far, past 35 psi is diminishing returns.

I don't usually pull anything, but I never see more than 20#. If I disconect the line from the elbow and plug it this would make max boost correct? If not I might have a stuck open wastegate?

Both correct. Sounds like something else is going on though. Does it smoke at all under load?

Just a puff when I mash it at a stand still, or slow roll. When I get a chance I will check the waste gate as I have not looked at or serviced it in a long time. At this point I am just playing around as I am happy with the way the truck runs after other things I have done latetly trying to figure all the ins and outs of the engine.
