I have just installed my gauges, comp box, pressure lock and 4" exhaust and am getting about 28-32 psi. My question is it normal to see some fluttering at the top pressers flutters about 2 psi on full throttle.

Where did you tap for the boost gauge? There have been some reports that if you use the "test" port, you will get this. I am using a Westach off the "test" port and I don't see anything at max boost.
 
I have taped into the intake area with a hollow bolt provided with the boost gauge. I did'nt see any flutter prior to the box and elbow install? But the boost was about 18 psi.

I had a similar problem on a vacuum gage once. And I remember this discussion before on boost gages. There should be a restriction device in the gage on the inlet. Some look like a flat washer with a pinhole in them. If there is no restriction, you will usually get flutter over the entire range of the gage. This doesn't exactly describe your situation, but I though I'd mention this.
