Engine/Transmission (1998.5 - 2002) Boost pressure

Need some help, have 02 with DDII, and DDUFM 4" exaust, etc, and Piers HX35-14 turbo, Max boost is 30#. Checked all hoses, completely plugged boost line, and shortened ROD, , Still only 30#

I have a EZ, DDIIs, and my wastegate is disabled. I can get 30 - 31 boost. I have a HY-35 on a 2001 auto.
