oil and fuel filter change procedures

i was changing my oil filter today and took out my air filter (scotty 3) and intake hose for better acess to the oil fiter. here is my question. the hose the comes off the side of turbo goes into the inter cooler to cool the air. they are hard platic and rubber hoses. there is a small section of hose that conects the two looks like so that the motor can flex without braking anyting off and my hose is peeling strings off it. why is it not a rubber boot or rubber material? looks like it should be leaking, but the truck runs good. do i need to replace it?

i just read my question and don't understand it myself. let me try to explain better.



between the turbo and intercooler there is a small section of hose that connects the two plastic (harder) hoses.



is anybody's looking bad. the material in kinda wrapped like a candy cane and looks like it could come apart.
 
They all look like that... mine has since day 1 and its still there



after 25,000. Haven't heard of that hose being a



problem... except maybe aesthetically?:p
