Dustoff,

If you are sure you have no leaks at the intercooler hose clamps or cracked hose connections, and your boost seems accurate (no kinks in the gauge line) you can adjust the little allen head set screw on the TST boost elbow. For each 1/6 of a turn IN, you should see 2 PSI increase. Try to set ir so you get 30-32 psi max. Anthing more is just a waste. If the setscrew is seems loose, a drop of Loctite will hold it. Your TST wastegate elbow should have been pre-set to allow about 32? psi or so before the wastegate opens. This would probably be the last thing to do if no leaks are found anywhere. You could double check with Joe D or TST on this adjustment.

Check for any leaks in the intercooler connections first. You may very well find the hose has 'walked out' from under the clamps. Mine were, with stock fueling & boost levels! #ad

Like Red Rocket said, A good free flowing air filter helps alot too.

If you installed a TST plate, then it should have come with a new brass elbow that replaces the stock one on the wastegate part of the turbo. If you didn't get one, call TST and order it.

I've found that boost readings are elevation dependent. 32psi @ 5k' is 36psi @ Sea Level. Also, blocking off the wastegate or turning the setscrew all the way in the elbow gained around 7psi for me. #ad

Got to love these Cummins torque monsters. Free boost by turning a screw or accidentially leaving off a hose or free fuel by accidentially putting the fuel plate back in all the way forward. #ad
