We check them with an old blower motor. The controller uses pulse width modulation so it really can't be measured easily. When using the blower motor it will move the wheel in slow pulses when not applied, and will steadily increase the speed as you move the brake lever.
 
This is what I found out by doing some testing. Based on my test, I believe the truck uses MPH to help gauge how many volts to send to the brakes. When the truck was sitting still the most volts I would get at the plug was 9V. I then had my wife drive the truck while I sat in the bed of the truck to check the voltage. After the truck was moving (not sure at what speed) I was getting a full 13V at the plug. I hope this helps.
