Pretty sure you can on the rear, not sure on the front. I have a couple pictures in my reader rig on the front rotor looks like it would come off easily without having to dissasemble the hub.
 
From page 5-28 of the service manual, for the front rotors:



1. Remove wheel and tire assembly.

2. Remove the caliper and caliper adaptor assembly.

3. Remove the rotor from the hub/bearing wheel studs.



So no, it is not necessary to mess with the hubs when removing either front or rear rotors. :)
 
Most places that turn the rotors have equipment that mounts in the hole left where the hub goes. This then bolts into their machine and cuts the rotor. Looking at the thickness of my 03 rotor I doubt you could turn them very much and still meet minimum thickness. :D
