The brakes on my truck are very touchy as of late. It does not make a difference of what type of road surface I am on but the rear driverside wheel locks up when my brakes are applied. These brakes are very touchy. Most of my problem is when I first start the vehicle. Any suggestions as to what is causing my brake problem.

Sounds like you have a caliper hanging up. Do you have drum or disk brakes in the rear? Dodge switched from drum to disk in 2000. If so is there any sign of a leaking caliper? Might be time for a brake job.
 
My old 99, when something changes. . . I have it checked out. You wouldn't believe what all I've had fall off this truck. Caliper hangin is a given on the front, I lose axle seals on the left rear for some reason. They don't do alot of stopping when they're greasy.

A brake fluid leak in the rear wheel will cause the brakes to grab or lock up when applied, a slight lube leak will do the same thing. The sensitivity when first started is common occurance, usually goes away after 1st or 2nd stop. bg
 
The brakes on my 01 have become similar to what you describe. I've checked for leaks, etc. and replaced the worn out front pads. No problems there. I've been wondering about the hydrobooster. 6mo ago, I flushed the steering system and the steering pump seemed very weak to me (low flow/low pressure???). The brake hydrobooster is part of the steering system. I don't have the tools to investigate yet, and I may be wrong, but it may be something for you to consider.



Also, these trucks went from rear drum brakes to rear disc brakes mid 2001. (I have drum)
 
Yesterday, I applied my emergency brake and it seemed like the drivers rear wheel was locked up when I released the brake. The drivers rear wheel seems to be where my problem. Could a leak cause this? My steering is also weak. I just had a new vaccum seal kit installed because of a oil leak. When I did that I was going to flush the PS pump however time did not permit.

Yes, a small amount of brake fluid or axle lube on the linings will cause wheel lockup. Here is some info on low power steering assist.
