CA emissions (gasoline car)

Question for the west coast members... . do all cars sold in CA still have a unique emissions system needed to register the car in CA?? My little brother is finishing college and took a job out in SoCal. He needs a car, but I told him he might have problems buying a car here in MN and then moving out and trying to register it. Any and all input is greatly appreciated.

I believe if it is a used car and has over 7500 miles he should not have any problem, if it is a new car it has to have the CA sticker, MA is pretty much the same.
