AFAIK, California and Federal standards are the same. It's the testing that's the problem.

Other states - besides CA - already test.

With the exception of very low population states (like N & S Dakota, Alaska, etc. ) all the states will follow CA's example for testing diesels to meet the federal *emissions* stds.

You can leave the "revenue" part, the air has already been cleaned. In the old days of points and carburetors, emissions testing had a benefit, both to the owner and the environment. Modern vehicles really don't need it any more. $5 gas is enough incentive to keep vehicles running properly.
