I have an 01' with California emissions and I'm wondering what the difference is between California and Federal emissions. I also am curious if I can have the federal emissions put in place of the California emissions?

Federal emissions are minimum requirements that all vehicles in a certain group must meet to be sold in the US. States can require more emission control above and beyond the Federal requirements. But they cannot be less. Thus your truck comes equipped to meet Federal emissions and has extra components to meet the more stringent California emissions standards. I doubt you could just get by with Federal standards alone in CA.

At least this is what I think is correct. Its kinda like state and local laws. We abide by state law in our town but also have local laws above and beyond the state minimum... if that analogy helps any.

If you're talking an 01', the main difference is in programing in the PCM/ECM. They are setup differently, "detuned" if you will as was said, to pass the communists smog laws. On earlier models, as you may well know, it also meant EGR and Cat's to keep things in check.

To my understanding, you can order the "federal" program computer from the dealer. It's a pricey item though.

Not that this answers your question really but in May Rocky Mountain Cummins had an open house here in Denver and the cummins rep was yaking about the future. It was either 04 or 05 that the fed emissions would be equal to or greater than the California emissions so at that point in time they would all be the same no more seperate calif trucks and he said the HO would then be offered in Calif at that time.
