Engine/Transmission (1998.5 - 2002) Can"t get power through starter relay

I have a 00 dodge 2500 with 370000 miles on it. I went to start it the other morning and the starter wouldn't turn. I tried jumping the post on the starter but nothing so i replaced the starter. Third one in a year. Still nothing but could jump post and start truck. Checked all connections and i can get power all the way to the relay but not through it changed the relay and still nothing. i made a temporary jump wire in the relay's place and i can start the truck. But still clueless on what the problem is. Does anybody have any idea's or solutions for this problem?
