I'll echo Tim's point about all caps being akin to shouting---our html allows the use of italics if a person wants to put emphasis on certain words.
Sure - IF you don't mind the extra keystrokes involved in first typing the key word, then highlighting it with the mouse, then selecting the desired code - all as opposed to simply holding down the shift key as you type.
When and if various boards choose to get militant about use of caps, they'll pretty much also need to regulate out poor spelling, grammar and sentence structure along with it.
Folks using these boards - and sometimes paying for the "privilege", come from widely varying educational and cultural backgrounds - trying to fit all into a common standard of written communication skill is an exercise in futility.
There are certainly FAR more grievous abuses happening regularly on these boards that are more worthy and deserving of focused attention than the trivial use of caps in words...

Personally, I would prefer and welcome the courteous and helpful input of someone with poor spelling and punctuation far more than the insults and abuses of one who is able to do it with impeccable sentence structure and grammar...
