Kind of reminds me of a situation I was involved in back in the 80's. I bought a 25' Trojan cruiser that I was keeping at a marina in Memphis, TN. I called the state capitol in Nashville to find out about registration and was told that since I live in Mississippi that I could register the boat in Mississippi if I wanted if the boat was going to be taken into Mississippi from Tennessee at least a certain number of times per year. I don't remember, but I think it was 3 or 4 times a year. It was only a few miles down the river, so that was no problem.
Since Tennessee registration would have resulted in paying sales tax on $10,000 and Mississippi registration carried no sales tax requirement, the choice was Mississippi registration.
About 3 months later I was stopped by a Tennessee Game and Fish officer who stated that he had been observing my boat always berthed at a Tennessee marina and that I was in violation of the law. I explained the information I had received from his own department and he said that I had received some wrong info. What really worked out was that transferring the registration from Mississippi to Tennessee at that time carried no sales tax requirement, since ownership was not changing. Some clerk in the Game and Fish office saved me about $700 or more.
