I think I understand what you are asking.
Sounds like you want to run without a camplate, but are afraid of breaking governor parts.
First off, don't believe everything you read.
Remove your camplate.
Turn on the ignition.
Pull up the shutoff solenoid.
Take your finger and pull the rack all the way forward.
Scribe a mark on the pump that aligns with the tip of the rocker.
Now reinsert your camplate and align it so the deepest portion of the profile is just at your mark.
That's the easy part.
The hard part is understanding at what rpm the rocker is actually in the deepest groove of your camplate. That's the only rpm you'll have your desired rack travel.
This varies with governor spring pack combination, lower spring seats, and preload on the springs by the nut.
