A short answer...but a some other info also
Was at the Open House in Phoenix Sat, and the Cummins design/factory person basically said no for the 49 states. The left coast CARB rules will need one but cant remember if its for the 03 and up or will be on the 04.
Also, mid 03 model year, (about his time next year) there will be a auto (a 48RE) to replace the 47RE and this will allow the HO (305 ponies??) to be gotten with the auto and 6 spds (if you can wait that long for the "slusher"). Its a new design to handle the torque/hp of the new eng that were specifically for the DC line. At this time, EGR should not lower any raings but, we all know the truth wont be avail until its built. As he said (partial quote) We dont want to take away from what is avail to the customer now. I heard this as, We will do what we have to to meet the emmission standards w/o derating what is currently available but if we are forced to by Uncle we might have to. The new eng has the lift pump designed into the fuel filter and the filter is the same as the 00's and up. This is a new design and will "elimate" the problems currently experienced. (just lost mine agn upon departure from Phoenix and "limped back to Albq - going to dealer tomorrow for replacement). The new oil designation is CI not CH and is designed for the 15k changes and then the next emission rules (will handle EGR if eng mfgrs go that way). No secrets were let out but some "side-stepping" was done on a few questions. It is about 80% quieter and even has a "muffler" on the intake to the turbo to help reduce noise. It will be a challange to uprate this one as all the controls are in the computer. 3 phase fuel injection but with a common rail the pressure/amount is always avail but the nozzles will control the amount thru the ECM. Same punp as now but no "keying" as it always is "pumping". Same Maintenance schedules (other than the 15k oil changes) as now (at least on the Cummins end - DC could make mods since they "warranty" the unit as a whole.
Did pick up a QuickLink II (with the Palm VIIx and a case) package they are offering (only the Phoenix store - 800. 800. 2345 Parts ext: 5944)for about 500 and just got it connected/configured today. Shows 2 failures of the pump and found out the eng has almost 900 hours on it that wasnt accounted for by me when I picked it up at the dealers (ordered new and I fudged in about 50 hrs when I installed the hr mtr). Wonder if it was a "test" eng from the build line or if they run all the new eng that long before giving them to DC

The factory tour may offer some other info as it will be closer to 04 build time and they may "open up" on the subject a little more. This eng/truck combo has been in development for over 4yrs and that means (fill in your own asumptions)... ... ... ... ...
