I own a 1996 3500 4x4. This year the great state of Az. failed my truck. i have a 5" exhaust and no cat. I installed the exhaust system myself, there was no cat on the stock system I removed, only a resonator and a muffler. I went to both of my Dodge dealers with my V. I. N. . The dealers both pulled up my build sheet that shows a code ( NBL) delete EVAP Control System. Which they both told me that it did not have a cat. from the factory. I went to the referee station with this build sheet and information in which they replied " it does not matter because you have a catalyst number stamped on the motor. I called Cummins , posed the question, they ran the C. P. L. # and said it did not require a cat. . In fact I gave them the catalyst # stamped on the motor (26233). They could not find any match for this # in any of the searches. I"m trying to fight this insanity. I put one (cat) on to pass and stopped inside and asked where they are getting their info from as I had read the emissions law online and their reply was" if is not in the Az. law they go by the Mitchel manual". Huh?Can anyone help me with this? Thanks!!!!!!!!

don't know what to think. Dodge said it came delete of cats, Cummins said it did not require a cat. Where can I look at that information at? I'm appealing to the Az. Dept. of EnvironMENTAL Quality. I need to look at any info I can as to be better informed at my appeal hearing. Thanks

Although my situation was different, I totally understand your frustration. I went through hell here in Comiefornia with my OBD II Diagnostics (ECM).

I would get a stock 3rd gen Cat which will have a 4inch inlet/outlet. Since you have a five inch system reduce it down to four and install it. The 3rd Gen Catalytic Converters are HUGE and will satisfy any tree hugging smog check loser.

There is a place in Santa Fe Springs Ca called "Custom Turbo" which carries the 5 into 4 inch adapters (562) 944-6314.

Then try a different Smog Check facility. ;)

Mac:cool:

Guys, I think he knows that the vast majority of trucks near his model year came stock with a cat. What he needs is info to help him fight his appeal, not more statements like "my truck came with one, but it got lost... ". Those are funny but don't help help him much.

thanks MIDNITE, it is indeed information i'm looking for to fight back with. AS I said I already put a Magna flow 5" cat on to appease the emission gods, I'm just trying to figure out why both Dodge dealers & Cummins say mine did not require a cat. A friend of mine called the Az. Dept. of Enviro. qual. up and asked the same questions. their response was mine does not need one. My friend told them that they are going off the engine tag. Their response was they (emissions is wrong) Different people , different answers. I'm lost Thanks for the comments T. D. R. readers !!!

I read in some forum while prepping to smog my 01 that a lot of smog techs are selecting the 5. 9 v8 gas engine instead of the 5. 9 diesel. look at the displacement without reading two more spaces to see if it's an 8 or 6 cylinder engine!

I wonder if you could get them to send you a letter to that effect. You should be able to show a letter like that to the emissions tester and be done with it. You may have to request your letter in writing though (write a letter to get a letter I guess). It's too easy for government agencies to let phone calls or emails fall through the cracks, but put something in a letter and it gets stamped with a "Received" date, photocopied and filed in triplicate.

You do know that Mitchell Manuals are written here in California (at least they used to be) so i would say that AZ's statement of using the Mitchell Manual if it's not in the law is probably wrong. The early 94's had no Cats, after that they had Cats until the 24 valves, then they only had resonators.

The emission law changed 1/1/94 (and again 1/1/98) so any '94's built in '93 didn't have a cat. Your '96 is the first 2nd gen (except an early '94 or 24 valve) I've heard of that didn't have a cat.

Good luck fighting the bureaucracy.

My 01 didin't come with a cat. it's a 1 ton dually. It's also my understanding the vehicles with a 10k gross did not come with cats because they are classified as heavyduty but, the 3/4 tons did. Hope this helps.
